Many organisations work on assuming that perception value equals need value. They are both different as one relates to a personal opinion where the other is a true relection based on how improvements may be achieved.
The same event should bring the same results but it never does. The reason is that we as people are all different and the outcome for any events rest often on how individuals behave and on their final opinion.
